Hempstead Rebirth Receives CHDO Certification

Hempstead, NY (February 1, 2011) – Hempstead Rebirth Community Development Corporation, the non-profit organization created to improve the overall quality of life of low and moderate income individuals and families, has been certified as a Community Housing Development Organization (CHDO).
The certification of Hempstead Rebirth as a Community Housing Development Organization (CHDO) furthers the mission of the organization of improving the lives of the residents of the Village of Hempstead through their new housing initiatives. Curtis Riley, CEO of Hempstead Rebirth, says, “We are excited about this new initiative and look forward to use the set aside resources to create affordable housing opportunities but mostly we are enthusiastic to provide housing development strategies and training for the residents. It will be another way to show that Hempstead is a great place to live.”

About The Community Housing Development Organization (CHDO)
The Community Housing Development Organization (CHDO) is a private non-profit, community based service organization whose primary purpose is to provide and develop decent, affordable housing for the community it serves. Certified CHDOs receive certification from a Participating Jurisdiction (PJ) indicating that they meet certain HOME Program requirements and therefore eligible for HOME funding. Funds are available through HOME PJs exclusively for qualified CHDO projects and operating expenses.

Neighborhood Stabilization Program

Andre Mullen The Neighborhood Stabilization Program (NSP) was established for the purpose of stabilizing communities that have suffered from foreclosures and abandonment. Through the purchase and redevelopment of foreclosed and abandoned homes and residential properties, the goal of the program is being realized.
NSP is a component of the Community Development Block Grant (CDBG). The CDBG regulatory structure is the platform used to implement NSP and the HOME program provides a safe harbor for NSP affordability requirements.
Hempstead Rebirth received an NSP grant in August 2009 in which we were able to purchase a foreclosed home and rehabilitate it under the NSP program. The house is located at 146 Amherst Street, Hempstead. The house is currently for sale.

Hempstead Business Mentorship Program

Andre Mullen The Hempstead Business Mentorship Program is designed to provide businesses located in the Village of Hempstead – predominantly in the downtown area the direct, immediate and practical advice on business and other topics from experienced Mentors.
The one (1) year program will allow local businesses to connect with industry experts to gain better understanding of the market and current trends necessary to increase their visibility, as well as, their profitability. In addition, the program will provide opportunities for professional networking to connect with additional resources expand their business and stimulate the economy of the Village of Hempstead.
At the completion of the program, the participants will be invited to a ceremony attended by local government officials, banking/funding sources, as well as, other local businesses where they will be recognized for completing the program and receive a grant of $1000.00 to improve their business
PROGRAM OBJECTIVES
1. Increase the knowledge base and professional value of five (5) businesses and position them for an increase of profitability within the first year after enrollment in the program.
2. Help position the participating businesses for financing by incorporating their involvement in the program as a stipulation of the loan agreement.
3. Stimulate village economy by giving a grant to the business to purchase necessary tools to improve, promote and accelerate the profitability of their business, as well as, increasing downtown traffic to the businesses.
4. Connect the five (5) participating businesses to the variety of programs and services that will assist them in the areas of: financing, management, accounting, marketing, technology, legal, business plans, networking, etc.
5. Help program participants integrate in their business what they learn at the various seminars and workshops.
APPLICATION GUIDELINES
Applicants must be residents, and/or own a business in the Village of Hempstead. The business must have been in existence for three (3) or more years.
Business owners must have intentions on hiring full-time, part-time, or intern staff within the funding year.
Applications should be sent with a money order for the $75.00 application fee made out to “Hempstead Rebirth”. Applications should be submitted by US Postal Services or hand delivered to Hempstead Rebirth.
Awardees must agree to participate in a weekly, four (4) hour session in a start-up business course – Core Four for one month; Coordinated by the Community Development Corporation-Long Island.
Awardees must participate in 250 hours of mentoring and business development services during funding year.

Project Downtown Beautiful Hempstead

The mission of Project Beautiful Downtown Hempstead is to improve the quality of life of Hempstead Village residents by enhancing the physical environment of the Village’s Downtown area and implementing an innovative business empowerment outreach program to promote patronage to local businesses, and encourage the involvement of the local business owners in the Village’s downtown revitalization efforts.
Project Beautiful Downtown Hempstead (Project Beautiful) is an innovative community revitalization strategy designed to connect the business owners of downtown Hempstead and get them actively involved in the renaissance of the Village’s central business district. Additionally, Project Beautiful involves keeping the walkways clean and clear of debris and beautifying the grounds with plants, shrubbery and other landscaping materials that will make the area attractive.
Project Beautiful Downtown Hempstead activities take place within the Village’s central business district along three major Village gateways.
- Main Street from Front Street up to West Columbia
- Fulton Avenue from Washington Avenue up to President Street
- North Franklin Street from Front Street up to Bedell Street
Enhancing the Physical Environment
Clean Streets, Sidewalks and Trash Bins: Our Clean Streets Team is responsible for carrying out this part of the program’s mission to enhance the physical environment of the Village’s central business district. Their daily schedule includes picking up trash from the sidewalk and curbside using pick up tools and two multi-vacuums. The Team cleans the areas 2 to 3 times a day depending on the amount of debris that accumulates throughout the day.
At least twice a month, the Team cleans beneath the trash cans that line the streets in the area. This year, the Team will incorporate power washing the trash bins and the areas around them.
Plant and tree potting and maintenance: Project Beautiful works very closely with the Hempstead Beautification Committee in this aspect of the program. Activities include planting and maintaining the plants, as well as covering selected areas with decorative landscaping materials. The Clean Streets Team is also responsible for the planting and the daily maintenance of the landscaped areas, including cleaning cigarette butts and trash out from around the trees.
Last year, the Clean Streets Team mulched 95 trees within the assigned area. They also placed decorative marble stones around selected trees at the Hempstead Bus Terminal, and along trees on Main Street. This year, all of the trees along the Bus Terminal, North Franklin and Front Street will be re-mulched. The trees between Front Street and Fulton along Main Street will be re-decorated with the white marble stones. We have discovered that this works better than the plants around these trees and is easier to maintain.
Decorative lighting: During the 2008 winter holiday season, decorative lighting and holiday banners added to the character, setting, and tone of the Village’s commercial environment. Project Beautiful will again assist in the coordination of this effort with the Village of Hempstead Community Development Agency, and the Department of Public Works.
Decorative banners: Project Beautiful conducted its first Banner Campaign in 2008. It consisted of reaching out to the local business owners to encourage them to participate in this campaign. As a result, over 80 banners were purchased by local businesses and organizations and now line the streets of Hempstead’s central business district.
Project Beautiful will conduct its 2nd annual banner campaign, again reaching out to the community business owners and organizations. We will begin this campaign toward the end of the year so that the banners will be ready for production after the New Year (2010).

Community Development Corporation Creates Program to Help Local Business Owners
Hempstead, NY – Hempstead Rebirth Community Development Corporation, the non-profit, faith based organization created to improve the overall quality of life of low and moderate income individuals and families, has officially launched the Hempstead Business Mentorship Program.
The Hempstead Business Mentorship Program is a one-year program designed to provide selected businesses in the Village of Hempstead – predominantly located in the downtown area – with direct, immediate, and practical advice on conducting business, planning and management from experienced mentors. Applicants to the program must be residents and/or own a business in the Village of Hempstead, have been in existence for three (3) or more years, and have intentions on hiring full time, part time, or intern staff within the funding year.
Applications are available at the Hempstead Rebirth office and are due and postmarked on November 5th, 2010 by 5:00PM with a non-refundable application fee of $75.00 in the form of a money order made out to “Hempstead Rebirth”. Applications should be submitted via US Postal Service or hand delivered to Hempstead Rebirth. Funding decisions will be made on November 25th and selected participants will be notified by November 30th.
Awardees must agree to participate in a weekly, four (4) hour start-up business course entitled Core Four, for one month. This course is coordinated by the Community Development Corporation of Long Island. Awardees must also participate in 300 hours of mentoring and business development services during the funding year. Marjorie Preacely, Special Assistant to the President/CEO, says, “I’m excited that we are able to further support their efforts by sponsoring a $1,000 grant in order for them to implement some of what they learn in their mentoring sessions.”

Hempstead Rebirth, (formerly Curtis Riley Community Development Corporation) is a not-for-profit, faith-based community development organization formed in June 2000. Our mission is to improve the overall quality of life of low-and moderate income individuals and families through community-transforming economy-building strategies.
It was originally formed to address the housing needs of the Hempstead community and provide affordable homes for low and moderate income families. In 2007, the scope was expanded when the founding executive director, Pastor Curtis Riley, realized that economic development was the greater need in the Village of Hempstead.
In May 2008, the organization through a Community Development Block Grant from the Inc. Village of Hempstead Community Development Agency incorporated Project Beautiful Downtown Hempstead, a beautification initiative designed to enhance the physical environment of the downtown area. Project activities included street cleaning, planting, decorative holiday lighting, and decorative banners. A Clean Streets Team made up of volunteers help keep the walkways clear of debris. They also help beautify the grounds with plants, shrubbery and other landscaping materials that will make the area attractive.
In addition, Hempstead Rebirth implements an affordable housing program which is funded through the Nassau County Neighborhood Stabilization Program. Hempstead Rebirth is able to acquire and redevelop foreclosed properties and offer them for purchase to qualified first-time home buyers in order to stabilize neighborhoods and stem the decline of house values of neighboring homes
As a resource center, Hempstead Rebirth connects aspiring entrepreneurs as well as existing business owners to the right resources. In addition Hempstead Rebirth is also a site for students to receive community service credits. It is also an alternative to incarceration for people who have gone through the courts.
